Help! My Samsung Camcorder's LCD screen is still showing when the camcorder is off!?!? - samsung camcorders batteries didnt work!

I have a camcorder Samsung SC-LCD and DC173U is still displayed when the camera is off! In addition, the screen seems to freeze, can not play video or scroll to change to another picture or on the camcorder in recording mode. Advice on fixing this? Or, if the camera needs service or repair? Could you replace the battery and any help?
